ECOS was born out of a vision of Dr. Mihir Kumar Bal when God saved his life from a near fatal road accident in 1984, while returning from an eye camp. He could see the purpose of God for which his life was saved. He considers life after that accident as a gift from God to serve Blind people. Taking a step in faith, he resigned from Government job and with the support of friends in Emmanuel Hospital Association(EHA) New Delhi, & EHA European Fellowship ECOS Ministry took shape in 1st May 1991 and was registered as a charitable society in 1992. Contribution and encouragement of EHA in the formative years of ECOS has remained as an unforgettable memory in the life of ECOS.

ECOS started a base eye hospital "ECOS Eye Hospital" in a rental building at Giri Road, Brahmapur, Odisha. It is the first eye hospital in Southern Orissa. It works in the love and spirit of Jesus Christ irrespective of Caste, Creed or Religion.
